Arrive at означает 'приезжать, прибывать в небольшой город, поселок, деревню': to arrive at a village, to arrive at Swansea, at Paddington. Arrive in имеет значение 'приезжать в какую-л. страну, столицу, крупный город' или 'приезжать в город, где проживает говорящий' (независимо от размеров города): to arrive in Leningrad, to arrive in Switzerland, to arrive in one's native town.
